STANDING ORDER / STANDARD OPEATING PROCEDURE

1. COMMAND

All personnel of this security Agency shall follow this channel of reporting 


Guard/ Gunman  -->     Supervisor    -->     Manager     -->     Director/ Proprietor

 
No other channel of reporting will be accepted.

2. Relieving of Security Personnel

2. Relieving of Security Personnel

Both the relief and the security person on duty shall jointly inform to the channel of Reporting/immediate senior by landline telephone of the post / personally at the time of handing/taking over duties. The Guard/Gunman on duty shall not leave the post of duty without either the permission of Supervisor or manager or relief.

Duty Hours

Security personnel shall perform their duties for 8 (eight) hours with utmost sincerity, dedication and alertness. No security personnel shall leave the duty-post before time/ without relief, which ever is applicable. No one shall sleep/nab or perform duty in intoxicated state.

Behavior and Conduct

No Guard/Gunman/ supervisor shall behave rudely to the staff of Principal Employer. No one shall be consuming liquor on duty

Individual Bank Account

Individual Bank Account

Security personnel are required to open individual bank accounts for crediting salary & EPF, which is a mandatory requirement. All personnel must furnish the following details from EPF & ESI point of view:-

  1. Name
  2. Father’s name
  3. Address
  4. Date of Birth
  5. Bank account No
  6. IFSC Code of Bank
  7. Bank Name & Address
  8. Nominee name with Date of Birth
Turnout & Discipline

Turnout & Discipline

All security personnel shall be smartly turned out in proper uniform during duty hours and they shall maintain high standard of discipline, dedication and sincerity. Indiscipline cases shall be dealt with as per provisions of contract Labour Act.

7. Documentation

All personnel shall deposit the following documents in addition to fill up necessary documents as for example letter of employee- appointment, Form 2, 9 & 11 :-

  1. Copy of discharge Book,
  2. Police Verification ,
  3. Bio- data and
  4.  Bank Account details.
8. Charter of Duties:

All security personnel will take care of the following:-

(a)        Any un-natural/abnormal event seen will be reported to higher chain of reporting immediately.

(b)        Compliance of PSU’s/superior authority orders will be carried out.

(c)        Violation of chain of command will be a matter of concern inviting disciplinary action.

(d)        Show cause notice’s reply to be submitted within three days to the company office personally. Grievances shall be reported through proper channel.

(e)        Gunmen will be in possession of arms and license. Gun will not be taken away from armory without the information /permission from this office.

(f)        They will be alert and will not leave post without relief

(g)        No unauthorized entrant will be allowed. They will challenge & deal with as per law. Reporting to higher channel shall be resorted when intermediate is non-responsive.

(h)        They will prevent sabotage and guard the area of responsibility.

(j)         They will deal with fire as per fire fighting drill in case of fire.

(k)        Handbills pasting on walls will not be allowed.

(m)      Handing/ Taking over will be signed in the Register.

(n)        They will conduct visitors as per orders of Administration.

(o)        They will assist each other in performing their duties.

(p)        They will perform any other duties allotted to them by Management.

(q)        Gun-man will perform the duties of Supervisor in absence of Supervisor.

Leave application will be submitted to the office of M/s 2779/Hare Ram Singh Security Agency in the company prescribed format duly recommended by the Chief Supervisor. Chief Supervisor is empowered to sanction leaveof one day. Manager is empowered to sanction leave of 07 days. More than 07 days leave shall be sanctioned by the Managing Director/ Proprietor. Such application shall be submitted at least a week in advance.

Advance Payment of wages in respect of Exemplary Character Personnel in case of Emergency is permitted. This company does provide the facility of advance payment to loyal, faithful, disciplined and exemplary security personnel when the need arises

Supervisors Chief Supervisor shall

Supervisors Chief Supervisor shall

(a)        Inform Director about the latest happening in respective PSU once a day between 1100 to 1200 hr.

(b)        Pass Night ok report to the manager between 1000 to 1100 pm.

(c)        Inform/pass on accidental/ theft/revolt/emergency occurrences to the next superior command/Manager/Proprietor/Managing Director forthwith.

(d)        Detail available security personnel to duties as per roster duly approved without any favor/ fear.

(e)        Resolve all the problems of security personnel amicably in consultation with the Manager/Director.

(f)        Ensure that no unauthorized entry is allowed.

(g)        Ensure no forbidden items are brought inside the premises.

(h)        Ensure persons having gate/duty passes are allowed to enter.

(j)         Regulate entry of visitors & firm representative as per instructions of Administration.

(k)        Keep record of Visitors & Firm representative.

(l)         Ensure no loitering around the Gate.

(m)      Inform PSU Administration in case of fire, Ring up local Fire Brigade & other fire units/ stations.

(n)        Investigate cases reported to him at on/ off parade hours.

(o)        Perform the duties of Security Officer in case of non- availability of Security Officer at that point of time/ place.

12. Essential Services Maintenance Act (ESMA)

12. Essential Services Maintenance Act (ESMA)

Essential Services Maintenance Act (ESMA). All the security personnel shall comply with the provisions of ESMA. No mutiny/ revolt shall be carried out at any point of time. Such act shall be dealt with as per provisions of laws of the land.

Probation Period: - Probation Period for security guards/armed guards except ESM will be of six months, for ESM this period will be of 90 days.

14. Fire Fighting Equipment Handling

14. Fire Fighting Equipment Handling

Fire Fighting Equipment Handling: - Security personnel shall be capable/ knowledgeable about fire fighting and handling of firefighting equipment, Security officer will be responsible for maintenance/refill of the firefighting equipment.

15. Police Verification of Character

All Security Personnel Shall have to possess police verification of personal antecedents/ character certificate that there is no criminal case pending against him from his native district police HQ.

16. Resignation/Termination of Service: -

All security personnel desirous of quitting their services due to their unavoidable/pressing problems will submit their application at least 30 days prior to quit. Termination of service of security personnel will be intimated at least 30 days in advance by the security agency in case of termination of the said contract   or disciplinary ground as reported by the Principal Employer Authorities.

17. Maintenance of Registers At Gate

The following registers will be maintained :-

            (a)       Visitors Register- Name, Address, Purpose, Time in, Mobile No etc

            (b)       Key Register,

            (c)       Material In/ Out Register,

            (d)       Parade State/ Muster Roll Register,

            (e)       Register of Fine & Deduction for Damages,

            (f)        Weekly off/ Overtime Register,

            (g)       Out pass Register &

            (h)       Handing / Taking Over Register.

18. Defaulters shall be

Defaulters shall be dealt with as per provisions of law and SOP of the company.             Warning/ performance counseling will be issued by Supervisor, Show Cause Notice & Inquiry Committee Report will be obtained, these will decide the  course of disciplinary action/ award.

Two pairs of uniforms and other accolades will be issued at the time of recruitment as per existing guide lines of Directorate General  of Resettlement, MoD, Government of India.

20. Refund of Cost

Refund of Cost of the Residual Life of Uniform & Accolades     In the case of quitting of the service from this Security Agency employees will be deducted the cost of the residual life of the uniforms and accolades at the time of final settlement of bill.

21. Loss/ Theft of property

21. Loss/ Theft of property

No loss or theft of the property of the Principal Employer shall take place. In case of such occurrence the concerned personnel shall be dealt with as per opinion of court of inquiry.

If any penal deduction is imposed to an employee/ security personnel for negligence or other reasons by the Principal Employer the same amount will be deducted from the monthly wages of the employee.
